LOS ANGELES, CA (Catholic Online) - The fifth U.S. circuit court stayed a federal district court judge's decision from August, which had previously prevented the controversial law from coming into effect while an appeals court considered whether or not it was constitutional.

The circuit court's decision leaves only seven abortion clinics in Texas, down from the 36 clinics which were serving the roughly five-million women capable of giving birth.
These closures mean that many more Texan women, primarily from the more rural areas, will be forced to travel great distances in order to have clinical abortions.
This new provision requires that all abortion clinics in the state must meet the same building requirements as hospitals, something that opponents say are too costly and unnecessarily burdensome.
These requirements would force clinics to spend millions in order to update to modern medical standards, showing that they could properly take care of the medical health of their patients.
This measure is part of the ambitious Texas abortion law. It shortens the time frame for legal abortions to 20 weeks, forces the clinics to have hospital admitting privileges, restricts medicated abortions and compels these clinics to meet the same health requirements as medical and surgical centers.
About half of the abortion clinics in Texas have closed since Governor Rick Perry signed the law back in July 2013.
"This decision is a vindication of the careful deliberation by the Texas Legislature to craft a law to protect the health and safety of Texas women," said Lauren Bean, a spokeswoman for the Texas attorney general's office.
